Vance’s first official trip to India comes at a pivotal time. New Delhi is urgently pursuing a trade agreement with Washington to ease pressure from President Donald Trump’s paused—but still looming—26% tariffs. Talks also follow February’s high-level meeting between Trump and Indian Prime Minister Narendra Modi in Washington, where both leaders committed to deepening economic and defense ties.
High-Stakes Talks with Modi
Vance met with Modi in New Delhi shortly after arriving. According to India’s Foreign Ministry, the two leaders “reviewed the progress in bilateral relations” and “exchanged views on regional and global developments of mutual interest.”
The U.S. is India’s largest trading partner, and both sides have set an ambitious target: to more than double bilateral trade to $500 billion by 2030. Discussions included tariff relief, defense procurement, and cooperation on advanced technologies.
India is also seen as a key counterbalance to China in the Indo-Pacific. It plays a central role in the Quad alliance, which also includes the U.S., Japan, and Australia. Trump is expected to attend a Quad summit hosted by India later this year.

India hopes to attract major U.S. investments during the visit, particularly from Elon Musk’s companies. Last month, Musk’s Starlink signed deals with two major Indian telecom operators to provide satellite-based internet services.
Following a recent conversation with Modi, Musk said he intends to visit India later this year to discuss plans for Tesla’s entry into the Indian electric vehicle market.
Meanwhile, U.S.-India defense cooperation continues to grow. India has integrated American aircraft, missile systems, and other military hardware into its forces. The two countries are set to sign a 10-year defense partnership framework later this year.
Trump-Modi Chemistry Remains Strong
Vance’s visit underscores the continued strength of Trump-Modi relations. Modi was among the first world leaders to visit Washington after Trump returned to the White House in 2025.
During that visit, the two leaders emphasized a “mega partnership” and launched a negotiation process to mitigate the impact of U.S. tariffs. With Trump branding India a “tariff king,” New Delhi is under pressure to align more closely with Washington’s trade priorities.
However, former Indian Ambassador to the U.S., Harsh Vardhan Shringla, believes the situation presents an opportunity.
“U.S. trade policy under Trump offers India a chance to integrate more deeply into U.S. markets and global supply chains,” Shringla said.
