Her team proposes distributing up to one million forgivable loans, valued at up to $20,000 each, for Black and minority entrepreneurs with strong business ideas. The loans would be made available through partnerships between the Small Business Administration and community-focused financial institutions, targeting those with a proven commitment to underserved communities. Harris hopes this program will help close the wealth gap by empowering more Black business owners to succeed and reinvest in their local economies.

Harris’s plan also addresses health disparities, with a national initiative that would increase funding for research into conditions that disproportionately impact Black men, such as sickle cell disease, diabetes, and prostate cancer. Expanded Education and Workforce Development

A central component of Harris’s plan includes incentivizing more Black men to enter teaching, a field where Black males are notably underrepresented. Federal incentives would encourage more Black men to train as educators, with educational loan forgiveness available for those pursuing public service. According to data from the National Teacher and Principal Survey, Black males comprised just over 1% of the teaching workforce during the 2020-2021 school year. The agenda also includes partnerships with organizations like the National Urban League and local governments to expand vocational apprenticeships and credentialing programs for Black men.

To appeal to the interests of younger Black male voters, Harris also emphasized policies on cryptocurrency and the cannabis industry. These gatherings will feature sports-themed events, such as NFL and NCAA football game watch parties, and are aimed at connecting with Black male voters on a cultural level. Similar to the campaign’s efforts with “Hombres con Harris” events aimed at Hispanic men, the campaign believes these gatherings will help build a stronger connection with Black men and foster greater engagement in the electoral process.

Trump’s Competing Outreach

In contrast to Harris’s agenda, Republican candidate and former President Donald Trump has been actively courting both Black and Hispanic voters, holding roundtable events with minority business owners in swing states. Trump frequently portrays his policies as job-protective, suggesting that increased immigration has reduced opportunities for Black and Hispanic Americans. Trump’s campaign has increased its outreach to minority communities as both parties recognize the pivotal role Black and Hispanic voters could play in deciding the election.

Current Polling and Challenges Ahead

A recent poll from the Associated Press-NORC Center for Public Affairs Research found that roughly 70% of Black voters view Harris favorably, including on key issues such as the economy, healthcare, and immigration. The data indicates that Black men and women generally support Harris at similar levels, though her campaign has noted concerns that some Black men might abstain from voting if they feel disconnected from either candidate. Former President Barack Obama recently highlighted this concern, suggesting that some Black male voters may feel hesitant about electing a woman president.
