Mahjoub El Haiba from The Kingdom of Morocco has achieved a notable success with his re-election to the UN Human Rights Committee. The election took place on Wednesday in New York during the 40th meeting of States Parties to the International Covenant on Civil and Political Rights.
According to a press release from the Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad, the Moroccan candidacy, represented by Mr. El Haiba, secured an overwhelming majority of 120 votes in favor. Morocco was competing against fifteen other candidates for one of the nine vacant positions on the Committee for the 2025-2028 term.
This re-election reaffirms the credibility and confidence in Morocco’s efforts under the visionary leadership of His Majesty King Mohammed VI in promoting and protecting human rights. It highlights the effectiveness of the democratic reforms undertaken nationally and the initiatives led by Morocco at the multilateral level in this domain.
The electoral success is part of Morocco’s broader strategy, guided by the High Royal Directives, to leverage its expertise and experience in key areas of multilateral action to serve UN bodies. Morocco positions itself as a responsible and committed actor within the international community.
Mahjoub El Haiba Re-Elected
The re-election of Mr. El Haiba is the culmination of an extensive promotional campaign conducted by Morocco’s entire diplomatic apparatus. Mr. El Haiba, currently a university professor, has an extensive career in human rights. He has previously served as Secretary General of the Consultative Council for Human Rights (now the National Council for Human Rights) and as the first Interministerial Delegate for Human Rights.
Since his initial election to the Human Rights Committee, Mr. El Haiba has contributed significantly to enhancing the working methods of this key conventional body.
The Human Rights Committee, composed of eighteen experts elected by the States Parties based on equitable geographical distribution, is tasked with monitoring the implementation of the International Covenant on Civil and Political Rights, adopted in 1966. The Committee’s central role involves examining reports from States Parties on Covenant implementation, preparing general comments on the obligations derived from it, and reviewing communications related to violations of this instrument.
